E.164 is an international standard for telephone numbers, and dictates the format they are presented in. Specifically, it indicates that a telephone number should be formatted including the Country Code + Area/City Code + Subscriber Number. Here's two examples:

442079460000 - this is an E.164 telephone number in London, United Kingdom
